Advocate Prakash Ambedkar had decided to carry out the protest rally from Byculla to Vidhan Bhavan, demanding the arrest of right-wing leader Sambhaji Bhide, in connection to Bhima-Koregaon violence. However, Mumbai police denied him permission, owing to which, protestors started gathering at Chhatrapati Shivaji Maharaj Terminus (CSTM) resulting in traffic.

The police denied permission for the protest owing to the SSC examinations and asked the protestors to continue with their protest at Azad Maidan.

The protestors were confused as the rally was initially planned from Byculla to Vidhan Bhavan and then protestors were told to wait at Azad Maidan. This confusion created chaos at Dadar, CSTM and Byculla leading to traffic on South Mumbai streets.
