Hospital admission is needed if:

You may have difficulty breathing or shortness of breath.

Oxygen levels in the body may have dropped below 94.

You will be over 60 years old and have some other illness.

Being hospitalized does not mean that you need oxygen or a ventilator directly. All of these conditions can be treated without an ICU or ventilator.
